Seafile

Seafile is an enterprise file hosting platform with synchronization features. It lets you organize files into libraries; a library can be selectively synced into any device.

Cloud storage can have a local S: drive in your computer, which can be accesses like a normal disk; since these files are synced with the cloud automatically, they can be used offline.
